The NYC Police Department has in the past gone to great lengths to avoid disclosing information to the public. Their latest defense seems to be that they don't know how to manage their systems or databases -- they told a judge that they "lack the technical capacity" to answer the public records request, and that they don't know how to make a backup copy of their data.
The creation of this particular database system for civil asset forfeiture records reportedly cost the city $25.5 million back in 2009.
