Aren't these tags only capable of broadcasting the same unique signal.<br /> <br /> I realise this can turn into a tracking device easy.<br /> <br /> But without combining it with camera, scanning or some other technology how does it become a surveilance (BB-style) device?

Yes, each tag generates a unique signal, so when this is correlated with your purchasing records then they can use it to identify you.
