Just watched "Thoroughly Modern Millie" - one of my all time favourite films.
does she get a 'revealing moment' in this one where her terribly long skirt is ripped off in/to-lead-into a dance number? I'm sure this motif for 'shocking change: ankles are visible' has cropped up in several of her films.

No. She is terribly modern throughout. Sounds like you haven't seen it - rent it, it's excellent.
