I'll take a stab at guessing. First possibility, they thought that "Lick My Decals" was some cunning underhanded way to say "Lick My Dick" and keep it relatively hidden (dick-als, I'm not sure if it is clear). Second possibility, they thought the good Captain was too weird and strange and had some hidden meaning that they didn't want to get into. Something on the lines of saying "He's far too smart for his own good". I heard of things being banned for much less.

Massimo is right, films in the UK have been banned although the censor did not understand them but thought that the meaning would doubtless be objectionable.<br /> <br /> Great ad, reminds me of Bunuel or the Hawklords film (which they only used as a backdrop).<br /> <br /> Also reminds me of a UK single in about 1972 - 'Don't Stick Stickers on my Paper Knickers' which was only played by offshore radio stations.
